It must also open from inside without keys, tools or special knowledge.
Both requirements matter. A 380 mm by 380 mm opening is only 0.144 m², so it does not meet the minimum area. If the window opens into a well, clearance requirements also apply.
That can affect budgets in older homes where basement windows are small. Enlarging an opening may involve concrete cutting, excavation, a new window well and drainage work. Discovering that during design is far better than after the room has been framed.
A Basement Office Needs More Than a Desk and Wi-Fi
Working downstairs can solve a persistent problem in an occupied house: finding separation for concentration without giving up a main-floor bedroom.
The best office locations have some daylight, a door, controlled lighting and enough electrical capacity for the equipment used. Video calls make acoustics and lighting especially important.

Placing it near existing plumbing stacks or rough-ins can simplify drainage and venting. Moving it across the basement may require cutting concrete, extending drainage lines and coordinating around structural elements.

Make Storage Part of the Architecture

The area beneath the stairs can hold drawers or shelving. Shallow cabinets can use awkward walls. A separate utility storage room can keep bulky items out of finished areas.

If rental income or multigenerational living is a genuine goal, designing for that use from the outset is far more sensible.
Protect Ceiling Height Through Better Coordination
Basement ceilings often have beams, ducts, plumbing and structural obstructions competing for limited vertical space.
The usual response is to build large bulkheads. Sometimes they are unavoidable, but planning can reduce how much ceiling is sacrificed. Duct routes may be reorganized, plumbing can be concentrated, and bulkheads can align with walls or cabinetry so they look intentional.
